Senior Manager, Projects Development.

Job purpose

To provide technical and operational support for the efficient and effective performance of the assets delivery/maintenance functions of the Authority.

Main duties and Responsibilities

  1. Collates data for the formulation of policies.
  2. Implements, monitors and evaluates the Unit’s programmes, projects and activities.
  3. Collates data for the establishment of a system to monitor and maintain projects and railway assets.
  4. Collates data for the review of the maintenance schedule, as and when necessary in variance with the Railway Master Plan.
  5. Collates data for the review of any ongoing project, as and when necessary in variance with the Railway Master Plan.

Qualifications and Experience

  • A minimum of a master’s degree from an accredited tertiary institution in Railway, Civil / Mechanical / Electrical / Geodetic / Geomatics / Signaling and Telecommunications Engineering / Project Management or other relevant equivalent disciplines.
  • A bachelor’s degree from an accredited tertiary institution in Civil Engineering or other relevant equivalent disciplines.
  • Must be a certified member of the Ghana Institution of Engineering or equivalent professional body.
  • Must have completed National Service.
  • A minimum of four (4) years post bachelor’s degree relevant work experience in a reputable organization.
  • Must pass a selection interview conducted by the Authority in collaboration with the Public Services Commission.

Job Purpose

To provide technical and operational support for the efficient and effective performance of the standards, specifications and compliance functions of the Authority.

Main Duties and Responsibilities

  1. Supervises the collation of data for the formulation of policies.
  2. Develops and reviews standards, specifications and compliance for the construction, maintenance and operations of railway infrastructure and services.
  3. Reviews all project designs, to ensure that they meet approved standards and specifications.
  4. Assesses the project designs, to ensure compliance with approved standards and specifications.
  5. Inspects facilities of applicants for the purposes of issuing a license.

Qualifications and Experience

  • A minimum of a master’s degree from an accredited tertiary institution in Railway, Civil / Mechanical / Electrical / Signaling and Telecommunications Engineering, or other relevant equivalent disciplines.
  • A bachelor’s degree from an accredited tertiary institution in Mechanical Engineering or other relevant equivalent disciplines.
  • Must be a certified member of the Ghana Institution of Engineering or equivalent professional body.
  • A minimum of eight (8) years relevant work experience in a reputable organization, four (4) years of which must be in a Senior Management position.
  • Must have completed National Service.
  • Must pass a selection interview conducted by the Authority in collaboration with Public Services Commission.

Position

Manager, Regulations and Licensing.

Job Purpose

To provide operational support for the effective performance of the health, safety and environment functions of the Authority.

Main Duties and Responsibilities

  1. Supervises the collection of data for the formulation of health, safety and environment policies.
  2. Collates data for the development of health and safety programmes.
  3. Implements health, safety and environment programmes and activities.
  4. Collates data for the development of systems to ensure compliance with applicable health, safety and environment standards, policies and regulations.
  5. Participates in the conduct of health, safety and environment audits. 

Qualifications and Experience

  • A minimum of a master’s degree from an accredited tertiary institution in Railway, Civil / Mechanical / Electrical / Signaling and Telecommunications Engineering, or other relevant equivalent disciplines.
  • A bachelor’s degree from an accredited tertiary institution in Environmental and Safety Engineering, Civil Engineering or other relevant equivalent disciplines.
  • Must be a certified member of the Ghana Institution of Engineering or equivalent professional body.
  • Certification in Occupational Health and Safety will be an advantage.
  • A minimum of one (1) year post bachelor’s degree relevant work experience in a reputable organization.
  • Pass a selection interview conducted by the Authority in collaboration with the Public Services Commission.

Position

Manager, Regulations and Licensing.

Job Purpose

  5. Collates data for the preparation of the annual and other periodic reports of the Unit.   

Qualifications and Experience

  • A minimum of a master’s degree from an accredited tertiary institution in Railway / Road and Transportation / Civil / Mechanical / Electrical / Signaling /Telecommunications Engineering and Transportation Planning or other relevant equivalent disciplines.
  • A bachelor’s degree from an accredited tertiary institution in Civil / Mechanical Engineering or other relevant equivalent disciplines.
  • Must be a certified member of the Ghana Institution of Engineering or equivalent professional body.
  • A minimum of one (1) year post bachelors’ degree relevant work experience in a reputable organization.
  • Must have completed National Service.
  • Must pass a selection interview conducted by the Authority in collaboration with Public Services Commission. 

Position

Principal Technician, Regulations and Licensing

Job Purpose

To provide operational support for the efficient and effective performance of the standards specifications and compliance functions of the Authority.

Main Duties and Responsibilities

  1. Collects data for the formulation and development of policies.
  2. Collects data for the development of standards, specifications and compliance for the construction, maintenance and operations of railway infrastructure and services.
  3. Collects data for the review of all project designs, to ensure that they meet approved standards and specifications.
  4. Collects data for the review of standards and specifications developed by the Unit.
  5. Facilitates the conduct of field inspection of facilities of applicants and prepare reports for the purposes of issuing a license.

Qualifications and Experience

  1. A minimum of a Higher National Diploma from an accredited tertiary institution in Mechanical Engineering or other relevant equivalent disciplines.
  2. A minimum of three (3) years post qualification relevant work experience in a reputable organisation.
  3. Must have completed National Service.
  4. Must pass a selection interview conducted by the Authority in collaboration with Public Services Commission.

Position

Manager, Policy, Planning, Research Monitoring and Evaluation.

Job Purpose

To provide operational support for the efficient and effective performance of the Policy, Planning, Research, Monitoring & Evaluation functions of the Authority.

Main Duties and Responsibilities

  1. Supervises the collection of data for the formulation of policies, strategies, regulations and standards for the Directorate.
  2. Monitors the programmes and activities of the Directorate.
  3. Facilitates in the collection of data for the review of the Railway Master Plan in line with set standards and in alignment with the National Infrastructure Plan.
  4. Collects data for the preparation of proposals in order to ensure that cost effectiveness in the design of railway development projects is achieved.
  5. Adheres to health and safety standards in the performance of PPRME activities.

Qualifications and Experience

  • A minimum of a master’s degree from an accredited tertiary institution in Planning / Monitoring and Evaluation / Railway / Civil / Mechanical / Electrical and Signaling & Telecommunications Engineering, Statistical and Social Sciences or other relevant equivalent disciplines.
  • A bachelor’s degree from an accredited tertiary institution in Planning or other relevant equivalent disciplines.
  • Membership of the Ghana Institution of engineering or equivalent professional body will be an added advantage.
  • Must have completed National Service.
  • A minimum of one (1) year post bachelor’s degree relevant work experience in a reputable organization.
  • Must pass a selection interview conducted by the Authority in collaboration with the Public Services Commission.

Position

Director, Estates and Commercial. 

Job Purpose

To provide administrative, technical and operational support for the efficient and effective performance of the estates and commercial functions of the Authority. 

Main Duties and Responsibilities

  1. Ensures a regime of commercial, advertisement and other promotional activities are set up in order to maximize revenue generation and collection.
  2. Ensures the setting up of a Real Estates and Rail Assets Management portfolio.
  3. Provides technical input into the formulation and development of policies, strategies, regulations and standards of the Authority.
  4. Oversees the preparation and review of tariffs and rates schedule(s).
  5. Oversees the implementation, monitoring and evaluation of the policies, programmes and activities of the Directorate.

Qualifications and Experience

  • A minimum of a master’s degree from an accredited tertiary institution in Land Economy, Estates Management, Business Administration (MBA), Transportation Planning, Project Management, or other relevant equivalent disciplines.
  • A bachelor’s degree from an accredited tertiary institution in Estates Management, Land Economy or other relevant equivalent disciplines.
  • Must be a certified member of a relevant and accredited professional body.
  • Must have completed National Service.
  • A minimum of ten (10) years post bachelor’s degree relevant work experience in a reputable organization, five (5) years of which must be in a Senior Management position.
  • Must pass a selection interview conducted by the Public Services Commission in consultation with the Board.

Position

Senior Manager, Estates and Commercial.

Job Purpose

To provide technical and operational support for the efficient and effective performance of the commercial and business functions of the Authority.

Main Duties and Responsibilities

  1. Sets up a regime to maximize revenue generation and collection for the Authority’s Rail Assets (train stations, rolling stocks, tracks, right of way, concessions, leases, etc.).
  2. Sets up a regime to maximize revenue generation and collection for the Authority’s Real Estates (lands, buildings, warehouses, leaseholds, rents etc.).
  3. Collates data for the development of policies and procedures for the identification, acquisition, valuation, control and maintenance for the Authority’s Real Estates and/or Rail Assets.
  4. Maintains records of all landed assets, chattels and facilities of the Authority’s Real Estates and/or Rail Assets.
  5. Develops a system for the tenancy management activities of the Authority.

Qualifications and Experience

  • A minimum of a master’s degree from an accredited tertiary institution in Land Economy, Estates Management, Business Administration (MBA), Transportation Planning, Project Management, or other relevant equivalent disciplines.
  • A bachelor’s degree from an accredited tertiary institution in Quantity Surveying and Construction Economics or other relevant equivalent disciplines.
  • Must be a certified member of a relevant and accredited professional body.
  • Must have completed National Service.
  • A minimum of four (4) years post bachelor’s degree relevant work experience in a reputable organization.

Position

Assistant Manager, Legal.

Job Purpose

To provide operational support for the efficient and effective performance of the legal functions of the Authority.

Main Duties and Responsibilities

  1. Collects data for the formulation and review of legal policies of the Authority.
  2. Implements, monitors and evaluate programmes and activities of the Unit.
  3. Facilitates the provision of legal advocacy for the Authority.
  4. Provides input for the development of prosecution, litigation and ADR strategies.
  5. Undertakes research on legal matters.

 

Qualifications and Experience

  • A minimum of a bachelor’s degree from an accredited tertiary institution in Law.
  • Must have been called to the Ghana Bar.
  • Must have completed National Service.
  • Must pass a selection interview conducted by the Authority in collaboration with the Public Services Commission. 

Position

Assistant Manager, Internal Audit.

 Job Purpose

To provide operational support for the efficient and effective performance of the internal audit functions of the Authority.

Main Duties and Responsibilities

  1. Collates data for the development of the Authority’s audit universe and risk register.
  2. Collects data for the preparation of strategic and annual audit plans.
  3. Participates in the conduct of audit.
  4. Complies with internal audit, financial administration regulations, procedures and standards.
  5. Collects data for the preparation of work plan and budget for the unit.

 Qualifications and Experience

  • A minimum of a bachelor’s degree from an accredited tertiary institution in any of the following fields: Finance, Accounting, Auditing or other related disciplines.

OR

  • A minimum of Level II qualification from a recognised and relevant professional body (e.g ICA-GH, ACCA, CFA, CPA, IIA).
  • Must have completed National Service.
  • Must pass a selection interview conducted by the Authority in collaboration with the Public Services Commission.

Position

Assistant Manager, Procurement.

 Job Purpose

To provide operational support for the efficient and effective performance of the procurement and supply chain management functions of the Authority.

 Main Duties and Responsibilities

  1. Collects data for the formulation of policies.
  2. Collates data for the development of Procurement Manual and Procedures.
  3. Collates data for the development, maintenance and update of Suppliers Register.
  4. Provides input for the preparation of Annual Procurement Plan of the Authority.
  5. Facilitates the effective management of the Procurement process.

 Qualifications and Experience

  • A minimum of a bachelor’s degree from an accredited tertiary institution in Procurement and Supply Chain Management or any related field.
  • Must have completed National Service
  • Must pass a selection interview conducted by the Authority in collaboration with the Public Services Commission.
