HUMAN RESOURCE

The Directorate is responsible for the development, implementation, monitoring and evaluation of human capital systems and strategies for the Authority. The Directorate coordinates all capacity building programs for the improvements of staff competency and capabilities.

POLICY, PLANNING, RESEARCH, MONITORING AND EVALUATION

The Directorate leads the technical processes to research for the development of Authority’s policies, plans, programs and budgets of activities of the Authority in addition to the monitoring role of projects and programs implementation of the Authority. The Directorate also capitalizes on data collection, analysis and projections to inform preparations of the Authority’s annual plans, workload and expected outcomes to drive performance.

The Directorate monitors and evaluates the impact of projects and programs deliverables on the railway sector and the economy at large.

The Directorate has an oversight responsibility on the design and application of monitoring and evaluation systems for effective operationalization and assessment of the Authority’s strategic interventions.

FINANCE

The Directorate is responsible for Financial Management Policy, Economic planning resource mobilization, Disbursement, Financial Accounting and Reporting. It is responsible for Planning, Managing, Mobilizing and disbursing financial resources of the Authority. The Directorate liaises with the Ministry of Finance and other relevant stakeholders in providing guidance in expenditure Management in line with Public Procurement Act 2016 and Public Financial Management Act 2016.

ESTATE AND COMMERCIAL

The Directorate is responsible for the management of all Railway Assets and Real Estate of the Authority. It provides and maintain a high quality, reliable database of all railway lands and landed property. The Directorate is mandated to supervise, regulate and control the demarcation of railway lands for the purposes of land use planning. It generates revenue from Real Estate and Rail Assets and assure viability of resources while protecting the environment.

REGULATIONS AND LICENSING DIRECTORATE

The Directorate is mandated to provide technical inputs for the formulation and development of policies, strategies, regulations and standards of the Authority. The Directorate works with the Project Development Directorates to ensure the compliance with environment, health, safety and security standards in accordance with existing regulations and standards for construction, maintenance and operations of railways in Ghana. It Reviews applications for licenses, permits and way leaves and recommends before approval by management. The Regulations and Licensing directorate is also mandated by the Railway Act to Oversee the preparation and review of tariffs and rates schedule for passenger and freight operations and Ensure the periodic review of rail standards and specifications and Ensure the safety and security of Rail infrastructure and equipment (rolling stock and signaling equipment, etc.).

PROJECTS DEVELOPMENT DIRECTORATE

The Projects Development Directorate as mandated by the Railway Act, 2008 (ACT 779) is to ensure the development and modernization of the Railway System set up a system of maintenance of the existing railway lines to the highest international standard and accurately track and monitor the progress of all construction projects. The Directorate ensures high safety and environmental standards are implemented on all ongoing projects. The Directorate also works closely with the Project Consultants and contractors to ensure all construction projects are supervised to the highest quality. The Directorate coordinates the implementation of the Railway Master Plan in accordance with the strategic plan and Ensures cost effectiveness (value Engineering) in the planning and implementation of the Authority’s projects.
